History of SOCIAL WELFARE in Australia


IT IS A BURNING QUESTION !     Is a 'pension' your 'right' as a Australian citizen?? Or is it to pay for the things the Government provides THROUGHOUT your working life ! We all live much longer than we used to - so it's a huge issue!

1 1st old age pension was 1900 NSW (Commonwealth took over 1907) … There were FOUR main requirements : over 65 ... means tested ...25 years in the colony .... what was the 4th??
  Prove you were 'of good moral and sober character'
2 In 1931 (till 1935) the age pension was scrapped for those who had WHAT?

NSW introduced Child Endowment in 1927 … when and who introduced it Federally? and....How was it paid for in both cases?

  • Interesting facts …
    • FIRST public housing was in1900 in The Rocks for maritime workers

    • Bruce Page Government introduced legislation for NATIONAL INSURANCE in 1928 and it was so unpopular they abandoned it!

    • In depression 1931 Commonwealth Government REDUCED pensions and means tested Child Endowment and ceased aged pensions to those with relatives! Repealed in 1935!

    • 1912 saw the first type of child welfare payment ..the Commonwealth Maternity Allowance or 'baby bonus' for any ‘VIABLE’ child. Guess who was NOT ‘viable’?? (Aboriginal Asian or Pacific Islander kids!) You had to be married to receive it. It was £5 per ‘viable’ child.

    •Queensland had UNEMPLOYMENT INSURANCE in 1923. Other states had RELIEF WORK and Sustenance payments.The Catch 22 of the Depression ‘Susso’ payments.

ORIGINAL PENSION QUALIFICATIONS  NSW 1900

(i.) the claimant has, during the ten years immediately preceding the date when he establishes his claim, continuously resided in this Colony, and is 65 years old and has lived in the colony 25 years.

 (a) that during the period of twelve years immediately preceding such date he has not been imprisoned for four months, or on four occasions, for any offence punishable by imprisonment for twelve months or upwards;

(b)that during the period of twenty-five years immediately preceding such date he has not been imprisoned for a term of five years,with or without hard labour;

(c) that he has not at any time for a period of six months or upwards, if a husband, deserted his wife, or without just cause failed to provide her with adequate means of maintenance, or neglected to maintain such of his children as were under the age of fourteen years; or, if a wife, deserted her husband or such of her children as were under that age:

f) that he is of good moral character, and is leading and has for the five years immediately preceding such date led a sober and reputable life;

(g)that his income does not amount to fifty-two pounds or upwards;

(h)that the net capital value of his accumulated property does not amount to three hundred and ninety pounds or upwards, computed and assessed as hereinafter provided;

(i)that he has not directly or indirectly deprived himself of income or property in order to qualify for a pension.

 

GET-UP-AND-GO

Many a time has the poet sung
That youth is wasted on the young.
How did I know that my youth was spent?
Well, my ‘get-up-and-go’ got up and went.
But I really don’t mind when I think with a grin,
Of the places my ‘get-up-and-go’ has bin.
Old age is golden I’ve heard it said,
 But sometimes I wonder as I go to bed,
With my ears in the drawer, my teeth in a cup,
 And my eyes on the table until I wake up.
As sleep overtakes me, I ask myself,
 ‘Is there anything else I can leave on the shelf?’
I have arthritis in both my knees,
When I walk or talk, I puff and wheeze.
Still, I get up each morning, dust off my wits,
Pick up the paper and read the Obits,
If my name’s not there I know I’m not dead,
So I have a good breakfast & go back to bed.
